وتعتبر الضرورات التربوية والأمنية والمالية والتقنية من أهم الدوافع الأساسية إلى تنظيم هذا الإعلام. ولذلك، فإن الدول الديموقراطية تحاول دائماً عند وضعها للأنظمة القانونية الإعلامية إقامة التوازن بين حقوق المجتمع والدولة، وحقوق الأفراد أو المستمعين والمشاهدين، وإعطاء الوسائل الإعلامية المرئية والمسموعة استقلالها المالي والإداري ضمن إطار قوانين تنظيمها، لكي تتمكن من مواكبة تطور النظم المرئية والمسموعة في العالم.
وهذا الكتاب يتضمن دراسة تحليلية لمفهوم حرية الإعلام المرئي والمسموع والضرورات الدافعة إلى تنظيمه والمواد القانونية المنظمة له والتي تتضمنها القوانين الإعلامية الصادرة في لبنان وفرنسا، توصلاً لمعرفة مدى قدرة هذه القوانين على ضمان استقلالية الإعلام المرئي والمسموع.
