احتوى هذا المؤلف قضايا القانون الدولي العام، على جزئين: ضم الجزء الأول عدة أبواب، الباب الأول نشأة القانون ومصادره وتدوينه، وطبيعة قواعده الملزمة ونطاق تقديمه، فيما وضّح الثاني أشخاص القانون الدولي، الدول والمنظمات الدولية والشركات المتعددة الجنسيات والأفراد.
أما الباب الثالث فشرح لملكية الإقليم وحدوده ومشتملاته، وطرق إكتسابه وفقدانه، وطرق المواصلات البرية والأنهار والقنوات والبحيرات، أما الباب الرابع فقد خصص للمعاهدات وما يتعلق بها من طرق إنعقادها وأشكالها وموضوعاتها وآثارها، فيما الباب الخامس عالج القانون الدبلوماسي والقنصلي لجهة التمثيل والبعثات والحصانات والإمتيازات.
فيما احتوى الجزء الثاني على: الباب الأول خُصص لقانون البحار بدءاً بالبحر الإقليمي والمنطقة الإقتصادية الملاصقة والمضائق الدولية والجرف القاري وأعالي البحار وقيعانها، وحقوق الدول الحبيسة وحماية البيئة البحرية، وإنتهاءً بالتشريعات الدولية لمكافحة القرصنة البحرية؛ والباب الثاني تضمّن قانون الجو وقانون القضاء الخارجي.
أما الباب الثالث فقد اشتمل على قانون الحرب ومشروعيته وقوانينه البرية والبحرية والجوية، وإنتهاء الحرب وآثارها، كما حقوق وواجبات الدول المحايدة أثناء الحروب، بينما الباب الرابع والأخير تضمن تسوية النزاعات بالطرق السلمية والقانونية كما الطرق الإكراهية.
ولقد عالج المؤلف هذا الكتاب بأسلوب علمي أكاديمي وتوثيقي، محاولاً جمع موضوعات هذا القانون، بمنهج سلس يسهّل على المختص كما المهتم، تبيان جوهر القانون وأهدافه وموضوعاته كما على الجديد الذي دخل فيه.
