ظهر التنظيم الدولي كوسيلة الحلِّ المشاكل وتحقيق التعاون، ولا يتصور قيامه بهذا الدور، إلا بوجود هيئة أو منظمة دائمة، فالمنظمة الدولية هي جوهر فكرة التنظيم الدولي وهي الدليل الخارجي لوجوده، وثمَّة العديد من المؤلفات التي نظَّرت للتنظيم الدولي ومنظماته، ويمكن رصد العشرات منها، إلا أنَّ تجربتنا اتسمت بالطابع الموسوعي الشمولي، ذات المنهج العلمي الموضوعي والتحديثي.
ولقد قسَّمنا الكتاب الأول إلى خمسة أجزاء، عالجنا في الأول منه النظرية العامة للمنظمات العالمية لجهة النشأة والتكييف القانون، كما البيئة التي تحكم عملها ومقرراتها وفعاليتها، أما الجزء الثاني فعالجنا فيه عصبة الأمم لجهة أسباب نشأتها والإطار القانوني لعملها وصولاً إلى إنجازاتها وأسباب فشلها.
فيما خصصنا الجزء الثالث لهيئة الأمم المتحدة التي عالجناها في ستة أبوب عبر أثني عشرة فصلاً، فضمَّ الباب الأول النشأة والمبادئ والغايات، فيما الثاني حلَّلنا فيه الميثاق والعضوية، أما الثالث فخصصناه للأجهزة ومهامها وسلطاتها، فيما الرابع سلَّط الضوء على نشاط المنظمة لجهة النجاحات والإخفاقات.
أما الخامس فقد عالجنا فيه التحدّيات التي واجهتها ومشاريع ومقترحات إصلاحها، فيما السادس أفردناه إلى دراسة الوكالات والبرامج المتخصصة، أما الجزء الرابع فخصصناه للمنظمات الدولية غير الحكومية، لما لهذه المنظمات من دور فاعل في أدوات التنظيم الدولي ووسائله، عبر نماذج جُمعت في خمسة فصول، أما الجزء الخامس والأخير فقد خصصناه إلى الملاحق الذي ضمَّ عدداً من الوثائق ذات الصلة كميثاق الأمم المتحدة والنظم الداخلية للأجهزة الرئيسة.
إننا إذ نضع هذا المؤلف الموسوعي، بين يدي المختص كما المهتم، نأمل أن نكون قد أسهمنا بعملنا المتواضع هذا، في وضع لبنة صغيرة لسدِّ حاجة مجتمعاتنا العربية وغيرها، لهذه المعرفة التي باتت جزءاً من حياتنا اليومية المعاشة.
