ثمة بعد في شخصية الإمام الخميني لم يطرق بعد، بل أن محاولة مقاربته أو الإشارة إليه هما أيضاً في غاية الندرة. إنه البعد الذي اصطلح على تسميته بـ"رجل دولة" وهو أبلغ في الدلالة من "مؤسس دولة". ليس كل قائد ثوري... أطلق مدأ جماهيرياً وقادة حتى النصر هو "رجل دولة" وإن بلغ سدة الحكم، فقد يبلغها من لا يملك خصائص رجل الدولة، فيحكم بزخم الاجتياح الجماهيري لمعاقل الكيان السياسي المستهدف... كما أن طول الفترة الزمنية لقيام الدولة ليس دليلاً على امتلاك هذه الخصائص ولا على أن ما بني هو دولة... فقد يكون السبب انعدام النقيض الثوري الذي لا يقوى على مواجهة الموجة العارمة... بناء على ما تقدم فإن من الطبيعي البحث عن خصائص "رجل الدولة" في شخصية الإمام بعيداً عن قراءته كقائد ثورة ملهم وبمعزل عن استمرار الجمهورية الإسلامية حوالي عقدين من الزمن. ولا بد قبل كل شيء تحديد تلك الخصائص التي على أساسها يمكن تصنيف الشخص باعتباره رجل دولة... وبالتالي فإن ما سيجده القارئ في هذا الكتاب ليس إلا قراءة تحليلية للعناوين التالية: استفتاء الشعب، القوانين والنظام، بناء المؤسسات، التزام الحريات.
