لا شك أن الخطر الأبرز الذي يواجه الثقافة الاسلامية، هو هذا الفصام الثقافي الذي يحمل على الايمان ببعض الكتاب والكفر العملي بالبعض الآخر، والذي تجسد في تغييب "المستحب، والمكروه" عن عملية التربية الإسلامية، وأدى بالتالي الى اضعاف حضور الواجب والحرام، وعدم رعاية حدود المباح، الأمر الذي جعل الكثير مما يقدم باسم الثقافة والفكر الإسلاميين، متفلتاً من الضوابط الشرعية، وهو ما يعني بالتحديد انطلاق حركة الفكر والثقافة خارج حدود القانون "حدود الله" بكل ما يحمله ذلك من متاهات ويجره من كوارث.
من هنا يقع حديث "ثقافة الحكم الشرعي" في سياقه الطبيعي: معرفة الإسلام كما هو، فليس هذا الحديث إذاً ردة فعل على ظاهرة ثقافية تعيشها الأمة جراء الغارة غليها، إلا أن هذه الظاهرة المترامية الأطراف تحولت الى اشكالية كبيرة ينبغي التعامل معها، وقد وصلت من الخطورة الى حيث أنها تحتم اعتماد منهج خاص في تناول المستحبات.
وعليه، جاء كتاب "مناهل الرجاء" بجزئه الثالث المعنون: "أعمال شهر رمضان المبارك"، وقد سبق للمؤلف أن ينشر الجزءين الأول والثاني في "مناهل الرجاء" في أعمال شهر رجب وشهر شعبان. وقد تم تقديم الأحاديث المذكورة حول أعمال الأشهر الثلاثة بإسم "مناهل الرجاء" في برنامج يومي عبر "إذاعة النور" في لبنان عام 1412 للهجرة.
