يعد علم الجيوبولتيكس هو الإبن الشرعي للجغرافية السياسية، فبينما تعني الجغرافية السياسية بتقويم الدولة على أساس ما فيها من مقومات: طبيعية وسكانية وإقتصادية وسياسية وإدارية، يهتم الثاني بالتنبؤ بمستقبل الدولة على أساس تلك المقومات.
ورغم ما شاب علم الجيوبولتيكس (قديماً) من لغط مست أهدافه الحقيقية تلك، بسبب الآراء المتطرفة لبعض الباحثين من أمثال راتزل وكلين وهاوسهوفر وغيرهم، الذين روجوا لتوسع الدولة وعدم إحترامهم لمبادئ القانون الدولي فيما يخص سيادة الدول وإحترام حدودها الدولية.
إلا أن علم الجيوبولتيكس تمكن من إثبات وجوده على الساحة الدولية في منتصف القرن العشرين، من خلال رصده للوقائع في السياسة والمشكلات الدولية على الأرض وتحليلها، لكونه العلم الوحيد الذي يُنشأ الخرائط ويستعين بها ويستعملها، مما يمنحه مصداقية في إستشراف مستقبل الدول التي يدرسها دراسة تطبيقية وهي تنبؤ مكانتها أو تتصارع فيما بينها.
من هنا، جاءت فكرة هذا الكتاب بعنوان (دراسات جيوبوليتيكية) مع إختيار لكل من سوريا وليبيا مثالاً على دراسة تطبيقية عن الوطن العربي.
إن مادة الكتاب جاءت من خلال الإستفادة من المصادر والمراجع التي استعان بها الباحث، ومن خلال التراكمات من الخبرة الطويلة التي تعدت الثلاثة عقود من التدريس في الجامعات، ومن خلال البحوث العلمية، وكذلك من إستقراء واقع حال النظام الدولي وما يجري خلاله من علاقات بعضها عدائية وأخرى حميمة، تسيرها جميعها المصالح الدولية.
ولذا فقد احتوى الكتاب على تسعة فصول، عالج الموضوعات الجيوبوليتيكية والأسس التي تستند إليها.
