نظراً للنقد الموجه إلى إدارة مؤسسات إعداد المعلمين في دول الخليج عامة ودولة الكويت بشكل خاص، التي تشير إلى نواحي قصور في مهام ووظائف إدارة مؤسسات إعداد المعلمين وكليات التربية بما يتلاءم مع مفهوم معلم ومعلمة المستقبل، ومدير ومديرة المستقبل، وموجه وموجهة المستقبل وسائر شاغلي الوظائف التعليمية بوصفهم جميعاً محور العملية الإنتاجية التعليمية، وبما يتلاءم مع التصورات المستقبلية، التي ينبغي أن تنشر التميز العلمي والتطور التقني، اللذين يمكنانها من إخراج نواتج تعليمية بمواصفات تنافسية على المستوى العالمي، كما أن إدارة البرامج ضعيفة الإرتباط بالأهداف والسياسات التعليمية عن جهة، وقاصرة عن الإستجابة لمتطلبات العصر فضلاً عن عدم مواءمتها لمتطلبات التنمية وإحتياجات سوق العمل من جهة أخرى، كما أن هناك خلل آخر يسود إدارة البيئة التنظيمية للمؤسسة التعليمية ويرتبط بثقافتها، ويتعلق بالمناخ المؤسسي وعلاقته بالمجال النفسي والإجتماعي لهذه المؤسسة، وهناك تراجع في مستوى العمل المؤسسي والتفاعلات القائمة فيما بين منسوبيها، ويضاف إلى هذا كله وجود قصور واضح في المنظومة الإدارية، فهناك حاجة ماسة إلى مراجعة الأهداف والسياسات والهياكل التنظيمية، في ضوء الإحتياجات والمستجدات التي طرأت على التعليم وأشكاله وأنماطه.
ومن هذه المنطلقات وإستجابة لنتائج الدراسات، ولتأكيدات الكثير من الباحثين والتربويين حول ضرورة التقييم والمتابعة المستمرة لإدارة برامج إعداد المعلمين، وجعلها ملائمة لمتطلبات المجتمع ومشكلاته ومسايرة مقتضيات العصر ومستحدثاته، ولذلك تسعى هذه الدراسة إلى التعرف إلى درجة فاعلية إدارة برامج إعداد المعلمين في كليات التربية في دولة الكويت من وجهة نظر أعضاء هيئة التدريس في هذه المؤسسات.
بالإضافة إلى ذلك، تضع هذه الدراسة مقترحات لتطوير وتفعيل وتحسين أداء إدارة كليات إعداد المعلمين في كليات التربية في الكويت من وجهة نظر أفراد عينة الدراسة.
