يقصد بعبارة تبييض الأموال أو ما يقال أحياناً تنظيف الأموال أو تطهير الأموال أو غسيل الأموال عمليات يقوم بها أصحاب تجارة المخدرات، أو أصحاب الصفقات المشبوهة، مستخدمين المؤسسات المصرفية أو المالية، وكافة القنوات المصرفية الممكنة، في تنفيذ عمليات مصرفية وتحويلات مالية للأموال الناتجة عن أعمال غير مشروعة، ناتجة عن صفقات مشبوهة أو جاسوسية أو تجارة سلاح محرم أو ممنوع أو فساد سياسي ورشاوي وعمولات أو تجارة مخدرات، ليتمكنوا من إخفاء مصادر هذه الأموال غير المشروعة بحيث تبدو فيما بعد بأنها مشروعة، وحصلوا عليها بطرق نظيفة، وبغرض تغيير الصفة الأصلية لهذه الأموال وصعوبة معرفة مصادرها أو تعقبها من قبل الجهات الأمنية، ثم إعادة هذه الأموال إلى مصدرها الأصلي أو بلد المنشأ مرة أخرى، لتبدو وكأنها مشروعة وتحققت من مصدر مشروع، ليعاد إستثمارها في أعمال إقتصادية بعيدة جداً عن الأعمال غير المشروعة التي نشأت عنها وبسببها هذه الأموال، وعلى هذا المنوال تتكرر هذه العمليات.
يسعى هذا الكتاب إلى تعريف القارئ والمهتم بمصطلح ما يسمى "تبييض الأموال" والتعريف بجوانبه المختلفة، حيث تعرض الكتاب إلى وسائل وأساليب تبييض الأموال، وعلاقة ذلك بالمصارف والمؤسسات المالية، ووسائل وأساليب مكافحة تبييض الأموال ومبيضو الأموال في العالم، وكذلك الخطوات التي خطتها الدول على هذا الطريق، وكذلك مدى الضرر الذي يسببه تبييض الأموال على الإقتصاد الوطني للدول التي يتم على أراضيها هذا النشاط وكذلك مدى الضرر الذي يلحقه ذلك على الإقتصاد الدولي بشكل عام.
