تحاول الدراسة توضيح الطرق والأساليب التي ستساعد دول مجلس التعاون لدول الخليج العربية على استغلال التغيرات المحلية والدولية لتنمية القطاع الصناعي الواعد لتنويع مصادر الدخل القومي، وذلك باتباع منهجية تحليلية تاريخية في دراسة النمو الاقتصادي والصناعي في دول المجلس. تقسم الدراسة عملية التصنيع في دول مجلس التعاون إلى مرحلتين رئيسيتين يتناولهما المحور الأول: فقد تميزت المرحلة الأولى بالانغلاق النسبي للأسواق العالمية والحماية والعقبات الجمركية في فترة ما قبل العولمة والتي امتدت حتى منتصف التسعينيات من القرن الماضي، في حين تمتد المرحلة الثانية من منتصف التسعينيات إلى نهاية العقد الأول من القرن الحالي، والتي شكلت وفق تقديراتنا نقلة نوعية كبيرة في عملية التصنيع في دول المجلس سيكون لها شأن في مرحلة ما بعد النفط.
أما المحور الثاني فيتناول المستجدات التي أحدثتها العولمة، وبروز منظمة التجارة العالمية في العلاقات الاقتصادية الدولية، ومدى انعكاس ذلك على الاقتصاد العالمي، والإمكانيات والفرص التي تتوافر لدول مجلس التعاون لدول الخليج العربية لتسخير هذه الإمكانات لخدمة أهدافها الاستراتيجية المتمثلة في تنويع مصادر الدخل، وبالأخص من خلال تنمية الصناعات التحويلية، مع توضيح المقومات التي تملكها دول المجلس لبلوغ هذه الأهداف الاستراتيجية. وبما أن مثل هذا التوجه يمثل تحدياً كبيراً لدول المجلس، فإن المحور الثالث من الدراسة يتناول هذه التحديات بالتفصيل، وذلك بهدف توضيح الأساليب والسبل والحلول اللازمة لمواجهتها، بما يتلاءم والظروف الموضوعية التي استجدت في ظل السوق الخليجية المشتركة والتكامل الاقتصادي الخليجي. وتنفرد هذه الدراسة بكونها تربط هذا التوجه الاستراتيجي لدول مجلس التعاون بالتغيرات الهائلة في مرحلة العولمة وتحديد الآفاق المستقبلية التي تضمن نجاح هذا التوجه.
