كان احتلال العراق للكويت هو السبب الرئيس للتدخل الأميركي العسكري في الخليج، وقد اكتسب هذا التدخل صفة شرعية بعد أن جاء تنفيذاً لقرارات دولية. لقد كانت أميركا معنية بتحرير الكويت وتدمير القوة العسكرية لعراقية وتأمين أمن إسرائيل، وبدا حينها أن الرئيس بوش الأب قد أصبح له هدف إضافي آنذاك هو تدمير "البنية التحتية" التي تنتج الأسلحة المدمرة، وبذلك يحدث توازن عسكري وسياسي جديد للقوى في منطقتي الخليج والشرق الأدنى ومع انتهاء حرب الخليج ضمنت الولايات المتحدة تقرير النظام العالمي الجديد على الطريقة الأميركية.
فما هي ملامح النظام الجديد هذا، وما هي ردود الفعل المرتقبة إزاء هذه الملامح، وما هو دور الأمم المتحدة في صيانة هذا النظام الجديد وضبطه، هذه الأسئلة يتولى هذا الكتاب الإجابة عليها.
إن هذا النظام الدولي الجديد، الذي بدأ مع بوش الأب، رغم أنه جذوره تعود إلى قرون ماضية، يعني هيمنة الولايات المتحدة على مقدرات العالم، وهو يقوم على فكرة الردع الاستباقي والحروب الوقائية. إن مؤلفي الكتاب يعرضان بالتفصيل لمصطلح الشرق الأوسط، والتعريفات الأمريكي له، ويتحدثان عن بعض المحاولات في التعريف عن الدول المعنية بهذا المصطلح.
ثم يتناولان خلفيات حصر تعريف الشرق الأوسط بالطابع الجغرافي قبل أن يعرضا بها بعادي الاستراتيجية، التي تضع أمن دول المنطقة تحت رحمة قوى أجنبية وتحت هيمنة الإسرائيلية ويحرمها من حق الدفاع عن النفس، ويتساءل المؤلفان في ثنايا الكتاب، هل هو نظام دولي جديد أم نظام أميركي يراد به حكم العالم والتسلط على موارده وإدامة إنفراد أميركا في دكتاتورية العالم؟ أم هو دولي بالفعل ملزم لمن وضعه مثلما هو ملزم لمن وضع له؟
