لقد جاءت نصوص الدستور في المملكة الأردنية الهاشمية مطبقة للنظام الديموقراطي، وبما أن الانتخاب هو من أهم الأسس التي يقوم عليها الحكم الديموقراطي لحماية مصالح الشعب ضد استبداد الحاكم، فقد صدرت عدة قوانين تنظم الانتخابات المحلية منها قانون الانتخاب لعام 1947،ولعام 1960 ،حيث استعرض هذا الكتاب بايجاز غير مخل، النظام الانتخابي في الأردن، وعرّف بهيئة الناخبين والتكييف القانوني للانتخاب وطبيعة الانتخاب القانونية. كما أنه فرق بين الانتخابات المباشرة وغير المباشرة والانتخاب الفردي والانتخابات بالقائمة، كما تحدث في المساواه في الاقتراع، والتصويت الاختياري والاجباري والتصويت السري والعلني، وعدد الشروط التي يجب أن تتوفر فيمن يصلح انتخابه لعضوية مجلس النواب، وجاءت خاتمة الكتاب لتسلط الضوء على اصلاح النظام الانتخابي في الأردن، حيث طرح المؤلف بعض الاقتراحات الكفيلة بالخروج من عنق الزجاجة التي وضعت القوانين المتعاقبة للنظام الانتخابي بها.
