إن الاهتمام المتزايد بمسائل حقوق الإنسان إنما مرده في الحقيقة إلى تنامي الأفكار والقيم الداعية إلى الحريات العامة والديموقراطية، وإلى حقيقة أن الإنسان الذي قررت من أجله هذه الحقوق، هو الأصل في كل تطور وتقدم يراد إنجازه، وهذا ما يعني بعبارة أخرى أن توفير الضمانات اللازمة التي تكفل التمتع بقدر مناسب من الحقوق والحريات، يعتبر أحد المداخل المهمة لتحقيق الغايات المرجوة من أي مشروع أو خطة للتنمية المجتمعة، وقد شكل مبدأ احترام حقوق الإنسان أحد المعايير المهمة في تحديد العلاقات والمعاملات الدولية. وأصبح تقييم النظم الاجتماعية والاقتصادية ذاتها يخضع لمدى ما تحقق تلك النظم لمواطنيها من حقوق وحريات. وإن حقوق الإنسان في العالم العربي تمثل الجانب المفقود الذي يجب العمل على الإيمان به لأنه يمثل الحلول لمشاكل الوطن العربي والإيمان على أنه عماد التنمية والنهضة المنشودة منذ أواخر القرن الماضي. يحاول المؤلف إبراز هذه النقطة وذلك من خلال رصد مسيرة المفهوم على الصعد كافة بعد نصف قرن كامل من إقرار الإعلان العالمي لحقوق الإنسان حيث يتوغل المؤلف في بحثه هذا عبر مسيرة حقوق الإنسان في العالم العربي.
