راكم حزب البعث الحاكم، منذ وصوله إلى الحكم في سورية عام 1963 تاريخاً حافلاً من الممارسات الإستخبارية والأمنية بحق كافة شرائح الشعب السوري من الأحزاب المعارضة، إلى التيارات الدينية، إلى المثقفين، وحتى المواطنين العاديين، وكان هذا النظام التسلطي أداة الحزب للإستمرار في الحكم لما يقارب الخمسين عاماً على إمتداد عهد الرئيس حافظ الأسد، ثم عهد خليفته بشار.
وتعددت الشعارات الرنانة التي غطّت النظام داخلياً وإقليمياً ودولياً إبتداءً من حقوق الفلاحين وخبز الفقير، مروراً بمحاربة إسرائيل تحت أسماء عديدة منها: الصمود والتصدي والممانعة وحتى المقاومة! ولا تنسى فلسطين والعروبة.
لكن، مع بداية "ثورات الربيع العربي" في أوائل العقد الثاني من حكم الأسد الابن في العام 2010، وتهافت الشعارات المشار إليها على كرّ السنين والتجارب، انفجرت تملك الممارسات الأمنية بوجه مرتكبيها وسقطت نبوءة بشار الابن حين قال في حوار له مع صحيفة "الوول ستريت" في 31/1/2010 إن "سورية محصّنة وبعيدة عما شهدته دول أخرى في المنطقة مثل تونس ومصر بسبب قرب الحكومة السورية من الشعب ومصالحه"!.
هكذا اجتمع الرأسمال "الهارب" والمثقف و"المهاجر" والخصم السياسي والمضطهدون المتكّل بهم والمقموعون وأقرباء الضحايا من اليمين واليسار والمتدينين والعلمانيين والأصوليين متوسلين أجسادهم العارية والإنترنت والفايسبوك وكل ما يتوافر لهم للعبور بسورية نحو الجمهورية الرابعة تحت ظلال الديموقراطية والحرية.
يركَّز هذا الكتاب على كل ما ذكر وخصوصاً حكم بشار الابن في العقد الأول من عهده وكيف تعامل ويتعامل مع كل شرائح الثوار وقادتهم بالأسماء والتواريخ.
