هذا الكتاب هو السابع عشر من "سلسلة كتب المستقبل العربي" ويستهدف المقارنة بين درجة التقدم التي حققها قضية حقوق الإنسان على المستوى العالمي، منذ الإعلان العالمي لحقوق الإنسان (1948)، ومروراً بمؤتمر فيينا (1993)، وانتهاءً بها في ضوء التجليات السياسية للعولمة من جهة، ودرجة العدوان على حقوق الإنسان وانتهاكاتها على المستوى العربي من جهة ثانية. ويلقي الكتاب الضوء أيضاً على الفهم الغربي لحقوق الإنسان، والذي تجري عولمته، وخصوصاً الفهم الأمريكي الذي يحاول استغلال هذه القضية بطريقة انتقائية لا تصدر عن حرص والتزام، وإنما تقصد ابتزاز من يخرج عن نطاق السيطرة الأمريكية بعقاب أو بحصار..
ويبحث الكتاب أيضاً مسائل عدة وقضايا مختلفة متصلة بقضية حقوق الإنسان كالديمقراطية والمشاركة السياسية والتنمية، ونظرة الإسلام إلى حقوق الإنسان، وإشكالية العالمية والخصوصية بما تتضمنه من الحقوق المتنازع عليها، كما يبرز ضرورة تفعيل آليات حماية حقوق الإنسان الدولية والإقليمية عبر تقديم نظرية تحليلية لحقوق الإنسان من خلال المواثيق وإعلان المنظمات.
يتألف الكتاب من اثني عشر فصلاً ساهم فيها عدد مماثل من الاختصاصيين والمفكرين العرب. وهو ينقسم على ثلاثة أقسام. القسم الأول: "حقوق الإنسان في الإطار العربي"، والثاني: "حقوق الإنسان في الإطار الإسلامي"، أما الثالث فهو: "حقوق الإنسان في الإطار العالمي".
