يتركز الهدف من هذه الدراسة على التعرف على المواد المخدرة والمؤثرات العقلية والسلائف والكيماويات المستخدمة في تصنيعها والتوصل إلى المعلومات الأساسية عنها، حيث يشكل ذلك جزءاً أساسياً من عمليات المكافحة الفاعلة لها ووقاية المجتمع من أخطارها على الفرد والأسرة والمجتمع والأسرة الدولية بكاملها، فقد تكون الأمية بأنواع وأشكال المواد المخدرة رافداً مباشر لاستمرار اتساع دائرة التعاطي والإدمان عليها.
وتأتي هذه الدراسة في فصل تمهيدي يعقبه ثلاثة فصول على النحو التالي: خصص الفصل التمهيدي لتعريف المخدرات والمؤثرات العقلية والسلائف والكيماويات، ومعايير تصنيفها المختلفة، والمعيار الدولي للتصنيف الذي سارت عليه الدراسة، ويأتي الفصل الأول عن المخدرات الطبيعية.
أما الفصل الثاني فينطوى على المؤثرات العقلية ورؤيتنا في تقسيمها وفقاً لتأثيرها على الإنسان إلى منشطات ومهدئات ومهلوسات، وموقفها القانوني وطبيعتها الإدمانية، وتنتهى الدراسة بالفصل الثالث عن المواد التي يكثر استخدامها في الصنع غير المشروع للمخدرات والمؤثرات العقلية (السلائف والكيماويات)، وتختتم الدراسة بخاتمة تنطوى على أهم النتائج والتوصيات التي أثمرتها، عسى أن تكون إسهاماً في مجال مكافحة المخدرات
