يتناول هذا الكتاب فلسفة الفارابي السياسية التي هي امتداد وتطوير للفلسفة السياسية اليونانية عند أفلاطون وأرسطو، وعلى أي حال، فإن المعلم الثاني يطلق على "السياسة" اسم "العلم المدني" وهذا يمكن تعريفه بأنه: "يفحص عن أصناف الأفعال والسنن الإرادية، وعن الملكات والأخلاق والسجايا والشيم التي عنها تكون تلك الأفعال والسنن، وعن الغايات التي لأجلها تفعل، وكيف ينبغي أن تكون موجودة في الإنسان، وكيف الوجه في ترتيبها فيه على النحو الذي ينبغي أن يكون وجودها فيه: والوجه في حفظها عليه. ويميز بين الغايات التي لأجلها تفعل الأفعال وتستعمل السنن.
