اتسعت دائرة العنف في الآونة الأخيرة، وشهد مسرح الأحداث الدولية العديد من النشاطات الإرهابية التي تتجاوز آثارها حدود الدولة الواحدة لتمتد إلى عدة دول مكتسبة بذلك طابعاً عالمياً، مما يجعل منها جريمة ضد النظام الدولي ومصالح الشعوب الحيوية، وأمن وسلام البشرية.
ومع تصاعد هذه الأفعال وانتشارها في إرجاء العالم المختلفة واختلاطها بغيرها من الجرائم، تعددت المسميات والتعريفات وتباينت المبررات والمسببات، مما أدى إلى خلط واضح في كثير من الأحيان بين مختلف الجرائم نظراً لتشابهها جميعاً فيما تتسم به من عنف ووحشية وقهر للإرادة الإنسانية.
لذا فإنه من الضروري وضع معيار دقيق للتمييز في بعض المسائل الهامة يمكن من خلاله تبين الحدود وإيضاح الفوارق بين ما هو مباح وما هو محظور بصورة موضوعية غير تحكمية. ولما كان العنف السياسي غني في جوانبه الفقهية والقضائية والتشريعية. على صعيد القانون الداخلي والدولي، لذا رأى المؤلف أن يتناول في كتابه هذا الجهود الدولية للتعامل مع ظاهرة الإرهاب الدولي في محاولة للتوصل إلى تعريف محدد له واستخلاص وسائل مناهضته والقضاء على أسبابه.
إن الدراسة التي نحن بصددها تتناول الجانب القانوني من المشكلة، وتقتصر على معالجة الموضوع من زاوية التعامل مع الظاهرة على المستوى التشريعي الدولي، وهو ما يقتضي بالدرجة الأولى تفهم وقع العنف على الساحة الدولية ودراسة المواثيق الأولية المعنية بمكافحة الإرهاب وبيان ما اشتملت عليه من أحكام وعقوبات لمختلف الجرائم الدولية يمكن أن يهتدي بها في صياغة تعريف عام للإرهاب الدولي والتوصل إلى الوسائل والسبل الكفيلة لمكافحته.
