عقب النضال الذي مارسته المقاومة لتحرير الأراضي اللبنانية من الاحتلال الصهيوني والذي أرغم هذا الاحتلال على الاندحار، وفي تغطية لهزيمة أعلن العدو أنه بصدد تطبيق القرار الدولي رقم 425. وعلمي الرغم من الهزيمة التي مني بها في لبنان، فإن الكمان الصهيوني ما انفك يناور مستهدفين الاحتفاظ بجزء من أراضي لبنان منطقة مزارع شبعا متذرعاً بان هذه المنطقة غير مشمولة بالقرار 425، باعتبار أنها جزء من الأراضي السورية التي احتلتها في حرب حزيران 1967، وإن حل المشكلة بشأنها يجب أن تأتي من ضمن الحل مع سوريا.
هذه الذريعة يحاول الإسرائيليون التمسك بها في ظل تواطؤ دولي مريب، يحابي "إسرائيل" في أطماعها بقضم منطقة استراتيجية داخل الأراضي اللبنانية، خلافاً للقانون والأعراف والمواثيق الدولية، وخلافاً للحقائق الثابتة التي دعت لبنان إلى اعتبار أن عدم الانسحاب من مزارع شبعا بشكل إعادة انتشار للجيش الصهيوني في الأراضي اللبنانية، وليس تطبيقاً للقار 425 حول هذه الموضوعات يدور الحديث في هذا الكتاب في محاولة من الباحث لتأكيد على أن مزارع شبعا لبنانية وليست سورية كما يزعم الصهاينة، وهو في نطاق بحثه يتعرض لموقف الصهاينة في العرقوب، ولأهمية هذه المنطقة بالنسبة لهم وللأسباب التي تدفعهم إلى الإجماع بالاحتفاظ بهذه المنطقة، وبعد ذلك يتطرق إلى موقف سوريا من هذه القضية، وإلى الوضع القانوني للحدود في منطقة العرقوب، مقدماً العديد من الوثائق والمستندات والخرائط القديمة والهامة والتي ينفي ما يزعمه الصهاينة.
