يضمّ هذا الكتاب بين دفتيه عدداً من البحوث والدراسات والمقالات التي كتبت في فترة زمنية عصيبة من تاريخ لبنان ونشر معظمها متفرقاً، في ثنايا الصحف والكتب والحافز على جمعها هو أنها تدور جميعها حول فكرة أساسية في سيادة القانون. فمن واقع التجربة اللبنانية المريرة، وكثافة الأحداث التي شهدها لبنان، اضطلع اللبناني إلى وجوب تأسيس جمهورية ثانية استخلص نتائجها بنفسه في تجاربه المريرة، فوجد أن لا مضر عن الشرعية الدستورية والقانونية أساساً للحقوق والحريات السياسية والاقتصادية والاجتماعية ولا بديل عن دولة حرة وعصرية وعادلة تقيم مؤسساتها على قاعدة راسخة من سيادة القانون ووسط صعاب جمّة والناشئ بعضها عن البنية اللبنانية الشديدة التقعيد، يمشي لبنان بخطى وئيدة، ولكن ثابتة نحو قناعة نهائية لا بديل عن القانون وسيادته لتجاوز الأطر المجتمعية الراهنة والتي تسودها الطائفية والعشائرية والمناطقية، والهدف الذي ابتغاه الكاتب هو تعميم نتائج هذه التجربة التي لا تخص اللبنانيين وحسب، بل تخصّ العرب جميعاً، ليقفوا منها وقفة جلية وليمعنوا النظر في أزمته المصيرية ليستخلصوا العبر والدروس.
