يبحث هذا الكتاب في مشكلة معقدة من المشكلات التي يواجهها العالم اليوم، بكل قاراته وبلدانه، نتيجة اختلال المستويات المعيشية بين بلدان العالم ما بين غنى متخم وفقير معدم، وما بينهما اقتصادات متذبذبة بين الفاقة والاكتفاء، هذه الظروف من انعدام العدالة الاجتماعية أدت إلى بروز تجارة الاتجار بالبشر استغلالاً لحاجة الفقراء للبحث عن فرص للعيش الرغيد في بلدان أخرى من العالم.
وظهرت عصابات منظمة تتاجر بالبشر وبأعضائهم البشرية استغلالاً لفاقتهم وحاجتهم، وهذا ما دعا دول العالم - ومن خلال منظمة الأمم المتحدة وغيرها من المنظمات المتخصصة - أن تسنفر جهودها للوقوف في وجه هذه الكرامة الإنسانية، فصدرت اتفاقيات دولية لمكافحتها كما شرعت القوانين المتخصصة للحد منها، وهذا ما سيتناوله هذا الكتاب بين ثناياه.
وسوف يتم تقسيم هذا الكتاب إلى فصل تمهيدي، ثم ثلاثة أبواب يتبع كلاً منها ثلاثة فصول، ونختتم الدراسة بعدد من التوصيات والمقترحات، كما سنعرض نصوص أبرز المعاهدات والاتفاقيات ذات الصلة، ونعرض أبرز التشريعات العربية ذات الصلة بمكافحة الاتجار بالبشر.
وفي الوقت الذي أحيى وأبارك اهتمام المنظمة العربية للتنمية الإدارية بموضوع البحث، أتمنى أن يكون هذا الكتاب إضافة نوعية جديدة إلى المكتبة القانونية بصفة عامة، وأبحاث ومنشورات النمظمة العربية للتنمية الإدارية بصفة خاصة، ليستفيد منه الباحثون من بعدنا، والله تعالى ولي التوفيق.
