يتضمن هذا الكتاب دراسة مختصرة للتاريخ السياسي - الدستوري لدول الخليج العربية التي شملها نظام الحماية البريطانية أو التي كانت تحت النفوذ السياسي البريطاني في السابق. وتتكون هذه الدور حصراً من إمارة الكويت والإمارات العربية المتحدة وإمارة قطر ومملكة البحرين وسلطنة عُمان، وذلك مع التركيز أساساً على المقارنة بين النظام الدستوري والقضائي لكل من مملكة البحرين ودولة قطر في ظل دستور مملكة البحرين سنة 2002والدستور الدائم لدولة قطر لسنة 2004 وذلك للتقارب بين كل من الدستورين عموماً في المبادئ التي يتضمنها كل منهما وفي طريقة إعداد كل منهما عن طريق لجنة معينة لا عن طريق مجلس تأسيسي منتخب مباشرة من الشعب، وذلك بالرغم من أن الدستور الدائم لدولة قطر قد عرض للموافقة عليه، بعد إقراره من الأمير، في استفتاء شعبي عام، ولكن دون أن يعرض للنقاش والتعليق عليه من قبل الرأي العام القطري.
لا يجب البيان بأن عرض هذه الدراسة هو التركيز على أنظمة الحكم في بعض الإمارات الخليجية التي تطورت نحو الأخذ بأنظمة الحكم الدستوري الديمقراطي القائمة على أساس مبدأ فصل السلطات التشريعية والتنفيذية والقضائية واستقلالها عن بعضها البعض، مع تعاونها، كذلك على أساس مبدأ إنشاء مجالس تشريعية منتخبة انتخاباً مباشراً من الشعب باعتباره مصدر السلطات جميعاً، وفقاً لما تنص عليه أحكام دساتير هذه الإمارات.
وبشكل عام يتكون هذا الكتاب من بابين: يتحدث الباب الأول عن التاريخ السياسي للعلاقات التعاهدية الخاصة بين حكام إمارات الخليج العربية وبريطانيا خلال السنوات في 1820-1971، لما يتتبع هذا الكتاب التطور الإداري والدستوري في دولة الكويت، هذا إلى جانب التطورات الإدارية والدستورية في الإمارات الخليجية الأخرى وسلطنة عُمان. وتشمل هذه التطورات كلاً من البحرين وقطر والإمارات العربية المتحدة وعُمان. أما الباب الثاني فيتطرق للتطورات الدستورية والقضائية في كل من مملكة البحرين ودولة قطر، كما ويعقد دراسة مقارنة بين دستور مملكة البحرين لسنة 2002 والدستور الدائم لدولة قطر لسنة 2004، مع الاستدلال بدستور البحرين سنة 1973.
