يتضمن كتاب الدكتور حسين محمد البحارنة، دراسة مقتضبة للتاريخ السياسي والدستوري لدول الخليج العربية التي شملها نظام الحماية البريطانية، أو التي كانت تحت النفوذ البريطاني في السابق. وتتكون حصراً من إمارة الكويت والإمارات العربية المتحدة وإمارة قطر ومملكة البحرين وسلطنة عمان، وذلك مع التركيز أساساً على المقارنة بين النظام الدستوري والقضائي في كل من مملكة البحرين ودولة قطر في ظل دستور مملكة البحرين لسنة 2002، والدستور الدائم لدولة قطر لسنة 2004.
وغرض هذه الدراسة هو التركيز على أنظمة الحكم في بعض دول الخليج التي تطورت نحو الأخذ بأنظمة الحكم الدستوري الديمقراطي القائمة على أساس مبدأ فصل السلطات، واستقلالها عن بعضها البعض، مع تعاونها، وكذلك على أساس مبدأ إنشاء مجالس تشريعية منتخبة من الشعب بإعتباره مصدر السلطات جميعاً.
ويخلص الكاتب من خلال استعراضه للمجالس التشريعي لهذه الإمارات إلى أنه لا يوجد إلا مجلسين هما الأقرب إلى المجالس المنتخبة مباشرة من الشعب ويملك أحد هذين المجلسين وهو مجلس الأمة الكويتي سلطة تشريعية ورقابية حقيقية نسبياً وفقاً لدستور العام 1962، بينما كان يملك الآخر وهو المجلس الوطني البحريني القديم سلطة تشريعية ورقابية مشابهة لمجلس الأمة الكويتي، وفقاً لدستور العام 1973.
يتكون الكتاب من بابين أساسيين: يتضمن الأول التطورات السياسية والدستورية في دول الخليج العربية، فيما يشتمل الثاني على تطور الأوضاع الدستورية والقضائية في كل من مملكة البحرين ودولة قطر.
إن هذا الكتاب يقدم فائدة هامة للقارئ العربي عامة، وللمحامين والحقوقيين والقضاة المهتمين بالدراسات الدستورية خاصة.
