ويتناول التقرير ثلاثة أقسام رئيسية، يختص الأول بتحليل وتقييم مسار حقوق الإنسان في الوطن العربي من منظور «كلي»، على مستوى التشريعات والممارسات خلال الفترة التي يشملها التقرير. ويختص القسم الثاني بتقارير البلدان، التي تتناول حالة حقوق الإنسان في كل بلد عربي على حدة، ويتناول القسم الثالث والأخير التحديات التنموية والبيئية التي تواجه البلدان العربية، في ضوء الأزمات المالية والاقتصادية والبيئية العالمية وأثرها في إعمال حقوق الإنسان في البلدان العربية، وتقييم مدى نجاعة الاستجابة العربية لهذه التحديات.
