يتناول هذا الكتاب / التقرير عرضاً مركّزاً لمسار حقوق الإنسان في الوطن العربي خلال العام 2008 وحتى منتصف العام 2009. ويتضمن ثلاثة أقسام رئيسية، تبدأ بـ مقدمة تحليلية مفصلة تستغرق، بنظرة كلية، أوضاع الحقوق الأساسية والحريات العامة في مجمل المنطقة، ويتناول القسم الثاني، أوضاع حقوق الإنسان في البلدان العربية، ويشمل القسم الثالث أثر الأزمات العالمية المتعددة وانعكاساتها على تلبية الحقوق الاقتصادية والاجتماعية، وتقييم نمط الاستجابة العربية في مواجهة هذه التحديات.
والجدير ذكره أن البلدان العربية لم تشهد مراجعة لسياساتها واستراتيجياتها تجاه حقوق الإنسان في ضوء ما حدث في العام 2008 وحتى منتصف العام 2009 من متغيرات دولية وضعت مسار حقوق الإنسان موضع مراجعة، ليس فقط في مجال الحريات المدنية والسياسية، بل وعلى الأخص في مجال الحقوق الاقتصادية والاجتماعية والثقافية.
بل، على العكس من ذلك، فقد بادرت البلدان العربية إلى تعزيز سياساتها السابقة نحو إعلاء الاعتبارات الأمنية على الحريات المدنية والسياسية، والتراجع عن الإصلاحات السياسية المحدودة التي أدخلتها على تشريعاتها ونُظُمها، وتعللت بالأزمات المالية والاقتصادية للتحلل من البرامج والسياسات الاجتماعية بأكثر مما تأثرت قدراتها من هذه الأزمات.
وغني عن البيان، أن الانتهاكات التي يرصدها التقرير، لا تعبّر بالضرورة عن كل الانتهاكات، وإنما عمّا نما إلى علم المنظمة وأمكن توثيقه وتدقيقه.
