التربية هي أحد أسباب التنمية، وهي نتيجة من نتائجها، فهي سبب ونتيجة في الوقت نفسه، ومفهوم التنمية إشباع الحاجات الأساسية للفرد والمجتمع، وهي تسعى لتحقيق المتطلبات الأساسية للفرد، وضمان حقه في المشاركة، وتعميق متطلبات أمنه واستقراره، والتربية من أبرز المؤسسات الاجتماعية التي تقوم بدور فاعل ومؤثر في احداث التنمية، وقد أصبح واضحاً لكل مخطط، أن العوائق الأساسية في التنمية، في عدم القدرة على توفير الحد الأدنى من التربية للمواطن، لأن الإنسان هو قائد مسيرة التنمية، وهو محورها، مما يتطلب أن تتضمن التنمية القيم الإنسانية، وكلما كانت السياسات والإستراتيجيات أكثر دقة بالتعبير عن هذه القيم، فإنها تقترب من السياسة السليمة في منهجيتها. هناك حاجة ضرورية لربط التربية بتنمية المجتمع، وإلا كانت فارغة جوفاء، لأن الهدف الإنساني جمعي يهدف إلى توسيع قاعدة المشاركة والانتفاع من التنمية، وليس هناك أفضل من بوابة التربية، لتحقيق مثل هذا الهدف. إن الحديث عن التنمية المادية أو البشرية بمعزل عن التربية لن يكون مجدياً، لأن إعداد القوى البشرية المتعلمة والمدربة، والقادرة على التعامل مع معطيات التنمية المادية، لا بد أن تكون من خلال الإنسان نفسه المسلح بالعلم والمعرفة، وهذه لن تتوفر إلا من خلال المؤسسات التربوية ذات البرامج المتنوعة والمتعددة، كما أن إعداد الإنسان وتهيئته، ليكون عنصراً فاعلاً ونشيطاً في مشاركته للآخرين، ومساهمته في البناء والإعمار، لا بد وأن تكون من خلال التربية. ليس هناك تنمية بدون تربية، كما أن التربية لا بد أن تسعى لتحقيق التنمية، ولهذا فإن الربط بين التربية والتنمية من أجل غايات وأهداف خدمة الفرد والمجتمع، التي يسعى إليها كل إنسان، يسعى لتحقيق مواطنته الفعلية على أرض الواقع الوطني، بالإضافة إلى أنها هدف لكل نظام سياسي، يضع نفسه في خدمة المجتمع والوطن.
