تعد قضية التنمية في دول العالم الثالث واحدة من أهم قضايا القرن الحالي، مما يجعلها تشغل بال المشرعين، وتستهوي شغل الباحثين، وتجعل الدول النامية تلهث وراء ما يحقق أفضل السبل للوصول إلى تنمية مستدامة.
ولعل عالمنا في وقتنا الحاضر، يمرّ بفترة نشاط وتنافس واضحين في مجال التنمية الاقتصادية، في زمن سادت فيه ثقافة العولمة، وهيمنت فيه اليد الطولى للتقنية الحديثة، وأصبح الاقتصاد هو السلاح الأكبر في ميزان القوى.
ولمشكلة التنمية في الدول النامية، أسباب عديدة تكمن أهمها في عدم قدرة هذه الدول على استغلال ما لديها من موارد بالشكل المناسب، وذلك بسبب قلة الخبرة التقنية أو انعدامها، أو لعدم توفر الأموال اللازمة لذلك.
فكانت قبلة الدول النامية نحو الاستثمارات الأجنبية كحل أمثل يخفف من وطأة مشكلة التنمية في هذه الدول، نظراً لما تحققه مثل هذه الاستثمارات من آثار من الهيكل الاقتصادي للبلد المضيف للاستثمار. فالاستثمار الأجنبي القادم من الخارج ينقل خبرات تقنية وأموالاً لازمة تعد من الأهمية فيما يتعلق بالدولة مضيفة الاستثمار بما يحقق مع ذلك خفضاً لمعدلات البطالة واستغلالاً أمثل لمواردها، واستفادة أعظم من التقنية المتاحة، وتحقيقاً أصوب لما تصبو إليه من أهداف تصب في مصلحة تنمية هذا البلد سواء في موارده أو هيكله الاقتصادي أو ميزان مدفوعاته.
ولعل الاستثمارات الأجنبية لن تتدفق على الدول النامية من أجل تحقيق التنمية لها من غير مقابل، فالاستثمارات الأجنبية تجد كثيراً من الخيارات المتاحة بين الدول الطامحة لجذبها، ولها أن تتخير أياً منها، أما الدول النامية فهي بحاجة لجذب أي استثمار يحقق لها مطامحها في تحقيق التنمية عبر منح هذه الاستثمارات مكنات قانونية واقتصادية ووسائل فاعلة وضمانات تحقق للمستثمر اطمئناناً على مشروعه الاستثماري القادم به إلى هذه الدولة النامية أو تلك، وحوافز من شأنها أن تشجّع هذا المستثمر على الإقبال على الاستثمار وهو مطمئن أن هدفه الأساسي، وهو الربح، سوف يتحقق ضمن إطار هذه المنظومة المتكاملة في هذا البلد المضيف.
