يعتبر موضوع التربية الخاصة من الموضوعات المطروقة حديثاً وبشكل علمي في الجامعات وكليات المجتمع خاصة وأن مظلة التربية الخاصة تشمل عدداً من فئات الأطفال غير العاديين مثل الموهوبين، ذوي صعوبات التعلم وذوي الإضطرابات اللغوية والمعوقين عقلياً وبصرياً وسمعياً وحركياً وإنفعالاً حيث تشكل هذه الفئات نسبة لا يستهان بها في أي مجتمع قد تتراوح ما بين 3% إلى 10%.
ولقد شهد ميدان التربية الخاصة إنطلاقة قوية وسريعة نتيجة لعوامل ومتغيرات إجتماعية وثقافية عديدة منها إنسانية وأخلاقية وتشريعية تنادي بضرورة توفير الحقوق الأساسية للأطفال ذوي الحاجات الخاصة التي تتعلق بالصحة والتربية والعمل بهم إلى أقصى درجة ممكنة تسمح بها طاقاتهم وإمكاناتهم وقدراتهم أسوة بأقرانهم.
تهدف الدراسة الحالية إلى التعرف على واقع الرعاية التربوية المقدمة في معاهد التربية الفكرية لمقابلة الحد الأدنى لحاجات وخصائص فئات الأطفال المعاقين عقلياً بتعليم العاصمة المقدسة، ويمكن ذكر أهم تلك الأهداف على النحو التالي: 1-التعرف على أهم أسباب إنتشار الإعاقة العقلية بين الطلاب بتعليم العاصمة المقدسة، 2-التعرف على أبرز المشكلات التربوية التي تواجه الطلاب المعاقين عقلياً بتعليم العاصمة المقدسة، 3-التعرف على دور المعلم في تقديم الرعاية التربوية للطلاب المعاقين عقلياً بتعليم العاصمة المقدسة، 4-التعرف على أبرز سبل تطوير الرعاية التربوية المقدمة للطلاب المعاقين بتعليم العاصمة المقدسة... وغيرها الكثير.
