لاشك أن العالم يسعى وبخطى حثيثة إلى تحقيق الرفاه الاقتصادي لمواطنيه فترى الدول تركض مسرعة الخطى لتحقيق أقصى ما تستطيع من حياة اقتصاديه كريمه للإنسان فيها وذلك من خلال إتباعها وسائل مختلفة وطرائق متعددة،ولقد كانت المشروعات الصغيرة والمتوسطة هي أحدى هذه الوسائل، وخاصة أن الدول النامية والضعيفة الإمكانيات وذات الموارد المحدودة والتي تعاني فيها التكنولوجيا من ضعف وهيمنة وتخلف فإنها تسعى إلى جعل المشروعات الصغيرة هي مفتاحها نحو تحقيق المزيد من الرفاه الاقتصادي لمواطنيها.
لقد شهدت السنوات الأخيرة تزايد الإدراك من معظم الدول باختلاف درجات النمو فيها بأن المشروعات الصغيرة والمتوسطة الحجم تقوم بدور حاسم في عملية التنمية الاقتصادية وتحقيق الأهداف الإنمائية الأساسية، وينبع هذا الاهتمام من دورها المتزايد في خلق فرص عمل جديدة، ومساهمتها في زيادة الصادرات، وقدرتها على الابتكار والتجديد، وفعالية الاستثمار فيها من خلال استجابتها للتغيير والمحافظة على استمرارية المنافسة وتقويتها، وقدرتها العالية على استيعاب التكنولوجيا الجديدة.
إن المشروعات الصغيرة والمتوسطة ليست ببساطة مؤسسات صغيرة أو متوسطة فحسب، بل لها من المميزات والخصائص ما يجعلها تحتاج إلى سياسات خاصة بها، هذا إذا ما علمنا أن هذه المشروعات تمثل الغالبية العظمى من الطاقة الصناعية في كثير من الدول.
