يعرض الكتاب الذي بين يديك لنوعين من القرارات في تنمية مصر، أولهما قرارات استراتيجية تتعلق بمشروعات وُصفت بالفعل بأنها مشروعات قومية تستهدف تعمير البلاد، والانتقال من الوادي الضيق إلى الصحراء الواسعة سواء تلك التي تطل على البحرين الأبيض أو الأحمر أو تلك التي تحيط بالوادي والدلتا في المدن الجديدة، أو تلك الممتدة جنوب غربي البلاد فيما يُعرف بمشروع توشكى. وثانيهما مشروعات قطاعية ترتبط بالتعدين مثل: مشروع فوسفات أبو طرطور أو مجمع الألومنيوم بنجع حمادي. ومع أنه ينبغي أن تكون تلك المشروعات كلها مرتبطة برؤية استراتيجية، إلا أنها لم تبنع كلها من هذه الرؤية الاستراتيجية، فمشروع الفوسفات في أبي طرطور لم يختلف بداية عن مشروعات مناجم أخرى إلا في حجمه، ومشروع مجمع الألومنيوم في نجع حمادي قريب من مشروع مجمع الحديد والصلب في حلوان. ويسمح هذا التمييز بتحليل واقعي لجوانب صنع القرار بالنسبة لكل من هذين النمطين من مشروعات التنمية.
وقد قدمت فصول هذا الكتاب في مؤتمر عقده شركاء التنمية في 2-3 أبريل لعام 2007، وعقب عليها مسئولون ارتبطوا على نحو أو آخر بهذه المشروعات، وهو ما يمثل دعوة للالتزام بالقواعد الصحيحة في صنع القرار لتجنب ما يترتب على تجاهل هذه القواعد من تبديد للموارد، وتشوه لمسار عملية التنمية.
