منذ أن نزل الإنسان على سطح هذه البسيطة نزلت معه جملة من الحاجات والغرائز التي كان لابد له -ولكي تستقيم حياته- من إشباعها والحصول عليها، ولعل أبرز ما احتاجه الإنسان بعد حصوله على الطعام الذي يعني بالنسبة له الحياة هو الأمن، فكان الأمن أبرز واهم مطلب للإنسان على هذه الأرض، وقد تطور شكل الأمن ومفهومة ومعناه ومستواه حسب تطور الحياة الإنسانية، فعندما كان الإنسان يعيش بشكل فردي أو بشكل جماعات صغيرة لم يكن يحتاج سوى أن يحمي نفسه من الحيوانات المفترسة مستخدما من أجل ذلك المغاور والكهوف وأدوات بسيطة يذود بها عن نفسه، وعندما استوطن الإنسان وبدأ يعيش في تجمعات أكبر توسعت حاجته للأمن واتسع نطاق أملاكه فكان لابد له من التوسع في توفير وسائل الأمن والحماية له، وهكذا استمر الحال حتى وصلت البشرية إلى أعلى ما يمكن للعقل البشري أن يقدمه من إبداع واختراع وهو عصرنا الذي نعيش فيه اليوم في ظل ثورة هائل من العلوم والتكنولوجيا وتوسع المصالح وتشابك العلاقات بين الأمم والشعوب والتي كان لابد لها أن تفرز قضايا ومستجدات تتناسب معها، ومع هذا التطور العلمي الهائل الذي تعيشه البشرية ازدادت وتوسعت حاجتها للأمن واختلفت مستوياته وأساليبه وتنوعت وسائلة والياته، فبعد أن كان يقتصر على توفير الحماية للفرد أو المجموعة من خطر ما يحيط بها برزت أنواع ومستويات أخرى جديدة للأمن، فلم يعد الأمن فقط هو امن عسكري بل أصبح لدينا امن عسكري وامن إقتصادي وامن اجتماعي وامن ثقافي وأخر علمي وسياسي بل وصل الأمر في زمن التكنولوجيا المعاصرة إلى ما يسمى بأمن المعلومات وامن الشبكات وامن الحاسوب ومحتوياته وهكذا، وكذلك الحال تطور مستوى الأمن من امن فردي إلى امن جماعي وامن عالمي وامن عام وامن شامل وهكذا. إن هذا التوسع والتطور لم يأت من فراغ، بل وكما قلنا جاء نتيجة تطور المجتمع الإنساني وتغير شكل الحياة السياسية والإقتصادية والإجتماعية السائدة في المجتمع الإنساني وكذلك فان تغير نمط وشكل العلاقات الدولية وشكل النظام الدولي السائد لعب دوراً هاماً في التأثير على موضوع الأمن فكان لابد من دراسته ورصده لكي نضع المتابع والقارئ في صورة الأحداث فيما يتعلق بهذا الموضوع الهام والحيوي والذي لا يمكن لدولة أو فرد الاستغناء عن دراسته والإحاطة به.
