على ضوء المعطيات المستجدة في الوضع اللبناني المتمثلة بإصدار قرار مجلس الأمن 1559 الذي يعكس اتفاقاً أوروبياً أمريكياً بخصوص الملف اللبناني. وعلى ضوء المتغيرات التي كان أهمها اغتيال الرئيس رفيق الحريري تأتي هذه الدراسة التي يلاحظ مؤلفها أن من نفذ اغتيال الرئيس الحريري أراد أن يساهم في تدويل القضية اللبنانية، وإضعاف البلد وتخريبه. حيث دخل البدل بعد ذلك مرحلة تجاوزت فكرة الصراع الداخلي أو الخطاب السياسي الديمقراطي حتى وصل الوضع إلى مرحلة شديدة التوتر المخيف.
ويخلص المؤلف إلى التدخل الدولي الذي تجلى بتدويل قضيته، يشير إلى أن لبنان غير متروك وحده، وإن لبنان الآن أمام امتحان صعب وهو أمام مشهد أزقة سياسية اقتصادية مالية ونقدية والجميع مسؤول عن إنقاذه.
يقدم المؤلف لكتابه بقراءة مختصرة عن تجاذب مركز الحكم في تاريخ لبنان ويتناول بعد ذلك مفاهيم الإصلاح المالي والعدالة الاجتماعية في لبنان.
