يعيش العالم اليوم من دون ضوابط قانون دولي أو نفوذ لهيئة أو منظمة دولية مثل عصبة الأمم أو الأمم المتحدة اللتين فشلتا فشلاً ذريعاً في القيام بدورٍ مستقل عن نفوذ القوى الكبرى حتى أن الولايات المتحدة تحدّت الأمم المتحدة وأكثر من 155 دولة، إضافة إلى مجلس الأمن الذي أصرّ على عدم شرعية الحرب الأميركية على العراق فلم تعبأ بهم، وأعلنت حربها على العراق بتاريخ 20 آذار 2003، فلم تجرأ أية دولة على الإطلاق على منها، بل لم يجرأ مجلس الأمن وفق كل المقاييس لرفع العدوان عن العراق لا وفق البند السادس ولا وفق البند السابع... بحيث بدا العالم أمام فوضوية ضخمة تعتمد القوّة ميزاناً في تحقيق المصالح دون أن يكون للقانون الدولي أو للأعراف أو للمبادئ الدولية أو للأمم المتحدة أو للمجتمع الدولي أي تأثير في صناعة أو حفظ العدالة الدولية... هنا بدا العالم وسط فوضوية مخيفة تتوسل القوّى ميزاناً لتحقيق وحفظ المصالح وإعادة تشكيل الكيانات السياسية وأنظمتها في العالم.
ومن يقرأ التاريخ يجد أن هذه الحقيقة تعتبر في كل ذلك الشوط المتخم بالحروب العماد الأساس الذي يحكم المسرح العالمي والذي كان سبباً في إعدام دول من الوجود وخلق أخرى، بل في توسيع دول وقضم دول أخرى. من هنا يأتي هذا الكتاب الذي أفرده المؤلف للنظرية الرئيسية حول القضية الفوضوية وتحولات القوى وما يلازمها من حروب وتغيرات عالمية، مشيراً إلى ذلك بفصول متعددة منذ القرن التاسع عشر حتى العام 2003 وراصداً ما يمكن أن يكون عليه العالم حسب المعطيات الموجودة في المراجع التي تناولت هذا الموضوع.
