يشكل هذا الكتاب دراسة في مخطوطة "تحفة الترك فيما يجب أن يعمل في الملك" لمؤلفها نجم الدين إبراهيم ن علي الطرسوسي، أعد الدراسة الدكتور رضوان السيد وبدأها بتمهيد حول صراع الفقهاء على السلطة والسلطان في العصر المملوكي من خلال كتاب "تحفة الترك" ووضع القضاء في عصر الطرسوسي في القرن الثامن الهجري والسياق الذي كتب فيه الطرسوسي وسالته والتي كان يحاول فيها إقناع السلطان المملوكي بتحويل المذهب الحنفي إلى "قانون" للدولة، وإهمال المذاهب الأخرى. باعتبار أن المماليك أحناف، وأن المذهب الحنفي هو الأوفق للسلطة والسلطان. يلي ذلك فصل عن "الطرطوسي وتحفة الترك" وفيه تعريف بالمؤلف وعصره ووضع المذاهب الإسلامية وإختلاف الطرطوسي معها فيما خص الكم ورأي علماء عصره ووضع المذاهب الإسلامية واختلاف الطرطوسي معها فيما خص الحكم ورأي علماء عصره وفقهائه فيما كتبه بالمقارنة مع كتب أخرى لعلماء آخرين. يتبع ذلك فصل بعنوان "قضايا الجدل والصراع" ويشرح فيها المؤلف طريقة عمل الطرطوسي في رسالته التي يراها "على طريقة كتب نصائح الملوك فيقول إن هدفه من وراء عمله كله.
"بذل النصيحة (للسلطان) بقدر الإمكان"، فإن الله جعل حفظ نظام الأنام بالسلطان، وأدام له الأيام بالقبول في الشريعة والإحسان" ... إلى آخر الرسالة، وهنا يقدم الدكتور رضوان السيد نقده لكل مفاصل الرسالة والقضايا الفقهية التي عالجها الطرطوسي بالمقارنة مع المذاهب الأخرى، كذلك يرى الدكتور رضوان في رسالة الطرطوسي معلومات مفيدة عن التنظيم الإداري للدولة المملوكية، كما أنها تتضمن عروضاً شيقة عن علاقات الفقهاء فيما بينهم داخل المذهب الواحد، وبين المذاهب المختلفة، وبينهم وبين الدولة المملوكية.
