يشتمل الكتاب على فصول يتحدث فيها المؤلف عن أنواع مصالح الملك مما تعتمده الملوك، ويبين طريقاً يدوم لهؤلاء الملوك حسن السلوك وذلك مساهمة منه لحفظ نظام الملك لمن يرغب منهم في اتباع الشرع تيمناً بالخلفاء الراشدين، والأئمة المهديين وعمر بن عبد العزيز. وقد أتى الكتاب ضمن اثني عشر فصلاً كانت موضوعاتها كالتالي: الأول في بيان صحة سلطنة الترك، الفصل الثاني في جواز التقليد منهم، الفصل الثالث في الجواب عن القصص (القضايا) المرفوعة إلى الوالي، الفصل الرابع في كشف أحوال الولاية والدواوين، الخامس في الكشف عن أحوال القضايا ونوابهم، السادس في النظر في أحوال الرعية والأوقاف وجهات البر، السابع في النظر في أمو الجسور والقلاع والمساجد والنفور، وجميع ما يتعلق بمصالح المسلمين، الفصل الثامن في صرف أموال بيت المال على اختلاف أنواعها، التاسع في الأموال التي تؤخذ مصادرة، العاشر في هدايا أهل الحرب السلطان والأمراء، الحادي عشر في ذكر أحكام البغاة والخوارج على السلطان، الثاني عشر في قسمة الغنائم.
