هدف هذه الدراسة هو عرض وتحليل السياسة الأمريكية تجاه الصراع العربي - الإسرائيلي منذ نهاية حرب تشرين الأول/ اكتوبر 1973 وحتى نهاية أيلول/ سبتمبر 1975.
ولقد تم إختيار هذه الفترة لأنه تم خلالها إجهاض أية نتائج سياسية إيجابية بالنسبة إلى العرب كان من الممكن أن تنجم عن الحرب وعن تضامنهم خلالها وعن إستعمال سلاح النفط لأول مرة في تاريخهم، إذ نجحت السياسة الأمريكية خلال هذه الفترة في إضعاف العرب إلى حد بعيد نتيجة الرفع المبكر لسلاح النفط، وزرع الشقاق بين مصر وسورية وتدهور العلاقات المصرية - السوفياتية مما أضعف مصر عسكرياً، وتقويتها الهائلة لإسرائيل ونجاحها في توقيع إتفاقية سيناء الثانية بين مصر وإسرائيل في أوائل أيلول/ سبتمبر 1975.
ولقد ساهمت هذه الأخيرة في إعطاء دفع إضافي هائل لعوامل أضعاف العرب، تمت دراسة الفترة المذكورة على مرحلتين: الأولى منذ نهاية حرب تشرين الأول/ اكتوبر 1973 وحتى صيف 1974، والثانية منذ صيف 1974 وحتى نهاية أيلول/ سبتمبر 1975.
