كثرت المؤلفات والأبحاث التي تتناول بعضاً من الواجبات الإقتصادية للدولة الإسلامية في جانبها المالي، فهناك كتابات عن التسعير، والضرائب، والتكامل الإقتصادي وغير ذلك، بل هناك من الكتابات الحديثة ما يتناول تأثير العولمة ودور المنظمة التجارة العالمية على الإقتصاد العالمي عموماً، وإقتصاديات الدول النامية - ومن ضمنها العالم الإسلامي - خصوصاً.
إلا أن ما تفتقر له المكتبة الإسلامية هو بحث فقهي أصولي يتناول كل ما يمكن أن تقوم به الدولة الإسلامية من إجراءات عملية لتنظيم الحياة الإقتصادية فيما يخص الجانب المالي بما ينسجم مع تعاليم الدين الحنيف ومقاصد الشريعة السمحة، بحيث يظهر للقارئ حكم الشرع فيما يجري تطبيقه على أرض الواقع، ومدى مشروعية ذلك، وما الذي يجب ان يكون في حالة مخالفة الواقع للشرع، خاصةً حول موضوع العولمة في نطاقها الإقتصادي، والدور الذي تمارسه منظمة التجارة العالمية، والتعاون الإقتصادي - عموماً - بين المسلمين وغيرهم.
لذا، جاء هذا الكتاب الذي جمع شتات هذا الموضوع كثير التشعب، بعبارة سهلة وأسلوب عصري غير تقليدي، يفهمه أهل الفقه وأهل الإقتصاد على حد سواء، بعيداً عن الحشو والتكرار.
يتكون الكتاب من مقدمة وتمهيد وبابين وخاتمة، فالمقدمة هي للتعريف بعنوان البحث، وأهميته، وخطته، أما التمهيد، فهو توطئة علمية، وتعريف بالمصطلحات الفقهية التي سيتم إستعمالها وتداولها، أما البابان فهما صلب الكتاب، يتناول الأول المالية العامة للدولة الإسلامية بشقيها، الإيرادات والنفقات، كما يتناول المالية الطارئة من جانب الإيرادات فقط.
أما الباب الثاني فيتناول السياسات المالية للدولة الإسلامية المعاصرة، الداخلية منها والخارجية، ثم بعد ذلك الخاتمة، وتشمل خلاصة البحث ونتائجه والتوصيات التي خرج بها.
