يزداد انتشار الإسلام السياسي في الشرق الأوسط وآسيا الوسطى، وفي الوقت نفسه يتطور ويتنوع. كما نضجت الأحزاب الإسلامية إذ ازدادت خبرتها السياسية وأصبحت في مواجهة حقائق سياسية، ومن ثم أصبح لزامًا عليها تكييف سياساتها تبعًا لهذه الحقائق. وتجدر الإشارة إلى أن قضية ما إذا كان هناك توافق بين الإسلام والديمقراطية باتت الآن محل نقاش؛ لأن العديد من الأحزاب الإسلامية ترى الآن أنهما متوافقان. لقد أضحى الإسلام أداةً للتعبير عن العديد من الموضوعات المختلفة في العالم الإسلامي. وقد يكون من السهولة بمكان أن يلقي المسلمون باللائمة على الغرب فيما يتعلق بمشكلاتهم، ولكن هذا لا يغير من كون إحباطاتهم وتظلماتهم الحالية حقيقية. وغالباً ما تبحث الثقافات والمجتمعات المكبلة عن سلوى لها من خلال تكوين رؤية دينية تقوم على الرجوع إلى الأصول، وتضييق الدوافع الوطنية والثقافية، وجعلها أكثر حدةً، والعودة إلى القيم المجتمعية التقليدية. ومن الحكمة أن يتخلى صانعو السياسة في الولايات المتحدة عن اعتقاد ساذج وغير دقيق يتعلق بمعاداة المسلمين للولايات المتحدة. وينبغي عليهم بدلاً من ذلك التفكير في الخطوات التي يمكن اتخاذها لنشر قيم الديمقراطية في المناطق التي لوحظ فيها بشدة غياب هذه القيم. وإذا ما كتب للحرب على الإرهاب النجاح على المدى البعيد، فإنه ينبغي على واشنطن ألا تكتفي بوضع أجندة عقوبات فقط، ولكنها يجب أن تدخل في حوار مع رجال الدين الإسلامي وممثلي القوى السياسية المعتدلة؛ وذلك من أجل تعزيز إرساء قواعد الديمقراطية على المستوى الإقليمي.
