Le secrétaire général des Nations unies jugea que ces territoires étaient syriens, que le Liban n’avait pas apporté la prevue suffisante qu’ils étaient Libanais. Même une letter envoyée par le représentant de la Syri auprès des Nations unies au Président du Conseil de sécurité, admettant la souveraineté de Liban sur les hameaux de Chebaa, fut jugée “insuffisante pour que les Nations unies reconnaissent un changement de souveraineté”.
Que sont donc ces territoires? A qui revient la souveraineté? Quelle est la compétence du Conseil de sécurité dans cette affaire? Q’en dit le Droit international?.
Autant de questions auxquelles cette étude a essayé d’apporter des réponses.
