Les ''hameaux de Chebaa'' est un territoire conteste, situe entre le Liban, la Syrie et Israel, le Liban affirmant que le titre territorial lui revient alors que le Conseil de securite maintient qu'il s'agit d'un territoire syrien. L'auteur s'est propose d'etudier le statut juridique de ce territoire, c'est-a-dire les droits et les obligations des Etats limitrophes, ceux des Tiers, ainsi que le sort des actes entrepris sur, ou concernant, ce territoire.
Toutefois, au-dela de la question du statut juridique des territoires contestes, tout le droit applicable aux conflits territoriaux a ete etudie et l'auteur estime qu'aujourd'hui, apres pres d'une cinquantaine d'annees d'observation, on est en mesure d'avancer qu'un nouveau droit de la souverainete territoriale est en train de se preciser, applicable a tous les Etats nouveaux ayant emerge a partir de la fin de la Seconde Guerre mondiale.
