يشكل هذا الكتاب قراءة في مسار بنية المجتمع ومسار الدولة في لبنان بعد اتفاق الطائف والتي لا تختلف في عمقها عن مسيرة الحياة السياسية منذ الاستقلال وحتى اليوم. وفي الكتاب يجمع عمر كامل مسقاوي مقالات نشرت له في عدد من المناسبات، هي حصاد تجربته في مسيرة الحكم نائباً ووزيراً سابقاً يعبر من خلالها عن رؤيته لأداء الخطاب السياسي السائد في لبنان في تسعينيات القرن العشرين.
في الفصل الأول أبرز المؤلف الجوامع الروحية والفكرية المشتركة في المجتمع اللبناني، تناول فيه الصيغة الحضارية لهذا المجتمع كإطار وطني تنمو في ترتبه مسيرة الإنماء والإعمار.
أما الفصل الثاني فتناول البنية الإدارية للدولة اللبنانية، من منظور تحليلي، وكيفية اتخاذ القرار الإداري وأهميته وانعكاساته على تلك البنية.
وأما الفصل الثالث فيشكل نسقاً من أبحاث عبرة وضعت في مناسبات متفرقة، وتتعلق بالمواحل الرئيسية لمسار الدولة اللبنانية.
وفي هذا السياق تم تسليط الأضواء على مصطلحات، ومعايير، لا دور لها في البنية الاجتماعية للمجتمع اللبناني كما يقول المؤلف، لتكشف عبر البحث، والحوار الحر، مصطلحات ومعايير جديدة، تنطلق من صدقية المواطن اللبناني تجاه القيم العليا، من دون الإغراق في نماذج من الحلول وضعت لمراحل سابقة، بل أراد المؤلف البحث عن مستقبل الوطن في إطار مسيرة الإنماء والإعمار ومسيرة الحياة السياسية بعد الإنتخابات النيابية التي تمت سنة 1996. فهذا الكتاب يعالج في أبحائه مشكلات المجتمع من خلال تأصيل أساسي لدور التعليم الجامعي في احتواء مستقبل الدولة والمجتمع في لبنان كما أراد له مؤلفه...
