لا شك في أن التسوية السلمية لمنازعات الحدود تعتبر أمراً ضرورياً ليس فقط بالنظر إلى ما قد يمثله بقاء هذا النوع من المنازعات دون حل من خطورة تهدد حسن سير العلاقات واستقرارها بين الدول المتجاورة، وإنما أيضاً لأن استمرار بقاء هذه المنازعات دون تسوية قد يؤدي مع مرور الوقت إلى مشكلات قانونية معقدة يمكن أن تتسبب في إحداث المزيد من التدهور في العلاقات المتبادلة بين الدول المعنية. ولا شك في أن الراصد لخصائص التطور العام للعلاقات الدولية فيما يتعلق بمنازعات الحدود يمكنه أن يلاحظ حقيقة أن الدول المتنازعة قد لجأت إلى طرق وأساليب شتى من أجل تسوية هذه المنازعات، وقد تفاوتت هذه الطرق أو تلك الأساليب بين اللجوء إلى الوسائل السياسية أو الدبلوماسية بدءاً من المفاوضات سواء منها المباشرة أو غير المباشرة، ومروراً بالأشكال المختلفة للتسوية التي تتم من خلال تدخل طرف ثالث (third- pary settlement) كالمساعي الحميدة والوساطة، وانتهاءً بالوسائل القانونية التي تتمثل في التحكيم والقضاء الدوليين.
ويهدف التحليل في هذا البحث إلى محاولة إلقاء بعض الضوء على حدود الدور الذي تضطلع به الوسائل السلمية المختلفة ومدى ملاءمته لتسوية منازعات الحدود والمنازعات الإقليمية، وذلك من خلال ما تكشف عنه خبرة العمل العربي والدولي في تطوره الراهن، وحيث إن التسوية السلمية للمنازعات الدولية تأخذ في التطبيق العملي إحدى صورتين هما: التسوية السياسية أو الدبلوماسية من جانب والتسوية القانونية من جانب آخر، لذا فإن معالجة الباحث لهذا الموضوع ستتركز على تناول النقطتين الآتيتين: الأول سيخصصها للبحث في دور الوسائل السياسية والدبلوماسية فيما يتعلق بالتسوية السلمية لمنازعات الحدود والمنازعات الإقليمية. الثانية سيحاول من خلالها إلقاء بعض الضوء على دور التحكيم والقضاء الدوليين فيما يتعلق بهذا الموضوع ذاته.
