تشكل المنظمات الدولية في الوقت الراهن تنظيماً قانونياً متطوراً قديم العلاقات الدولية المتعددة الأطراف، ولأنها كذلك كان لا بد من دراسة هذا التنظيم ذا الطابع الدولي وإبراز أهمية الدبلوماسية في حل أو تسوية النزاعات التي برزت وتجلت آثارها في العقدين الأخيرين ومنها ما يخص دور (المبعوث الأممي) في مجال الدبلوماسية المطبقة في إطار حفظ السلم والأمن الدوليين ومدى تطور هذا الأسلوب المتبع من جانب المنظمة وفق مستجدات القانون الدولي، خصوصاً بعد انتهاء الحرب الباردة عام 1990م.
إذن تستهدف هذه الدراسة بيان دور المبعوث الأممي في تسوية النزاعات ذات الطابع الدولي وبيان اختصاصاته وأسس تفويضه للعمل في إطار الأهداف المحددة في القرارات ذات الشأن فيما يخص الحد من هذه النزاعات. وبهذا تكون هذه الدراسة محاولة لمواجهة مشكلة خطيرة لها آثار سياسية وإقتصادية وأمنية على الدولة محل النزاع والدول المتجاورة وإمكانية تأثير ذلك سلباً على العلاقات الدولية، ألا وهي النزاعات ذات الطابع الدولي.
ولمزيد من الإيضاح تناول المؤلف موضوع الدراسة في أربعة فصول تم التطرق فيها إلى عمل المبعوث الأممي والسلطات الممنوحة له بالإستناد إلى نصوص ميثاق الأمم المتحدة، وبيان أهم المعوقات التي تعيق عمل المبعوث، ثم السبل الآيلة إلى الإرتقاء بدوره والآليات المتبعة في ذلك. وأخيراً تم التطرق إلى عمل المبعوث الأممي في العراق من خلال بيان اختصاصاته ومدى مشروعية تدخله والعمل في العراق وأسس تفويضه باإعتماد على القرارات الدولية ذات الشأن ودور المبعوث الأممي في تعزيز حماية حقوق الإنسان وإخراج العراق من الفصل السابع من الميثاق وتسوية النزاع حول الحدود الداخلية في العراق.
