في ظل التحضير الأمريكي لإيجاد ""حل"" للصراع العربي – الصهيوني بعد انتهاء أزمة الخليج الثانية، أصدر المركز كتابه هذا، والذي خصصه لبحث فكرة مؤتمر السلام المطروحة والدور المتوقع له في إنهاء الصراع الدائر في المنطقة منذ سبعين عاماً.وإن كان الكتاب يبحث –وفق منهج علمي- في فكرة المؤتمر، بداياتها، وأساس نشأتها وماهيتها، ومواقف الأطراف المعنية –آنذاك- منها، فإن للكتاب أهمية تاريخية توثيقية لا تضاهيها إلا قيمته من حيث أنه طرح مشكلات لازالت متأزمة للآن: مشكلتي القدس والمستوطنات الكتاب في أصله مجموعة أوراق العمل المقدمة لندوة أقامها المركز في شهر أيلول 1991، وتحت العنوان ذاته. وقد ساهم في إعداد هذه الأوراق مجموعة من المتخصصين نذكر منهم: الأستاذ سليم الزعنون، أ.د محمد عيسى صالحية، أ.د محمود إبراهيم، د. لبيب قمحاوي.، د. سعد أبو دية، العميد المتقاعد فايز جابر وغيرهم."
