يهتم هذا الكتاب بموضوع استقطب اهتمامًا كبيرًا في الوقت الحالي ألا وهو السياسات الأمريكية تجاه الشرق الأوسط وذلك على أساس أن فترة ما بعد الحرب الباردة اقترنت بتعاظم النفوذ الأمريكي من خلال سيطرة نظام القطبية الأحادية ونتيجة لذلك بدأ القطب الأوحد المتمثل في الولايات المتحدة الأمريكية يتوجه إلى إحكام سيطرته على النظام الدولي من خلال إقامة نظم إقليمية تتوافق مع مبادئ الرأسمالية العالمية وتحقق له مصالحه الاستراتيجية، فقد ترتب على انهيار الاتحاد السوفيتي وانتهاء الأيديولوجية الشيوعية أن انتقلت العلاقات الدولية ومن ثم علاقة النظام الدولي بالنظم الإقليمية من نمط العلاقات القائمة على سيطرة مفاهيم الأمن وتوازن القوى والصراع السياسي والأيديولوجي والعسكري بين المعسكرين بغرض احتواء الطرف الآخر إلى نمط علاقة قائمة على تصاعد الأهمية النسبية لمفاهيم التعاون وتوازن المصالح والدعوة إلى اقتصاد عالمي مفتوح. وهذا يعني أن القطب الأوحد قد بدأت سياساته تجاه النظم الإقليمية تتغير في فترة ما بعد الحرب الباردة حيث أن الولايات المتحدة قد توجهت نحو تشجيع الإقليمية بمعنى بناء نظم إقليمية تنضوي تحت لوائها كوسيلة لتأكيد العولمة الأمريكية.
