لقد طرأت تغييرات جذرية على السياسة الخارجية التركية نحو منطقة الشرق الأوسط منذ عام 1963، إذ اختبر الأتراك حلفائهم الغربيين في هذه الحقبة التاريخية من الأزمة القبرصية، فضلاً عن الأسباب الإقتصادية التي شهدتها تركيا نتيجة لإرتفاع أسعار النفط والتوازن التركي للمدفوعات الذي كان سبباً قوياً لذهاب تركيا إلى المدين مما دفعت تركيا إلى أن تدخل في علاقات قوية مع الأقطار العربية.
وهذا يعني، أن الوظيفة الإقليمية التي قامت بها تركيا إزاء الشرق الأوسط لمدة غير قصيرة، طرأت عليها بعض التغييرات، نتيجة إدراك صانعي القرار في السياسة الخارجية التركية أنه بتوطيد أواصر الصداقة مع الأقطار العربية خدمة لمصالح تركيا القومية.
ولمعالجة هذا الموضوع، فقد تناول الكتاب في فصل تمهيدي تضمن نبذة تاريخية عن العلاقات العربية التركية، مع خمسة فصول وهي: الفصل الأول: الموقف التركي من نشوء الكيان الصهيوني، الفصل الثاني: تركيا وسياسة التحالفات الإقليمية في الشرق الأوسط، الفصل الثالث: قضية قبرص وتأثيرها على العلاقات العربية التركية، الفصل الرابع: متغيرات السياسة الخارجية التركية، الفصل الخامس: أثر المياه في التقارب العربي التركي.
ولإنجاز هذه الدراسة الحيوية، ومعالجتها معالجة أكاديمية، اعتمد المؤلف على مراجع تاريخية مهمة، فضلاً عن المصادر حديثة ومعاصرة باللغات العربية والتركية والإنكليزية على الرغم من ندرتها، مع إتباع المنهج التاريخي والقانوني والتحليلي، للتوصل إلى نتائج إيجابية وواقعية من أجل وضع الخطوط العامة لدراسة السياسة الخارجية التركية إزاء الشرق الأوسط والمنطقة العربية.
