مع انطلاق انتفاضة الأقصى في نهاية شهر أيلول من عام 2000 بدا واضحاً أنّ الحكومة الإسرائيلية بقيادة آرئييل شارون تعمل على انتهاج كافّة الوسائل التي من شأنها إيقاف عمليات المقاومة الفلسطينية، بما في ذلك العمل على تصفية القادة السياسيين والعسكريين الفلسطينيين، في داخل الأراضي الفلسطينية المحتلة وفي خارجها. وكانت الأجهزة الأمنية الإسرائيلية قد انتهجت هذه السياسة بشكل واسع في أواسط السبعينيات، واستهدفت فيها –آنذاك- القادة السياسيين والعسكريين الفلسطينيين المتواجدين في المهجر، ولم تتوقف أعمال الاغتيال الإسرائيلية هذه على الإطلاق، إلاّ أن عقد الثمانينيات والتسعينيات قد شهد تراجعاً نسبياً في وتيرتها. وفيما هذا الإطار، أصدر مركز دراسات الشرق الأوسط تقريراً يرصد أعمال الاغتيال الإسرائيلية في انتفاضة الأقصى، التي استهدفت نشطاء فلسطينيين، مدنيين وعسكريين، وأودت بحياة عدد كبير من الأبرياء. وقد عرض التقرير لموقع سياسة الاغتيال في الفكر الصهيوني، وفي السياسية الأمنية الإسرائيلية منذ تأسيس الدولة العبرية، وإلى اليوم، وقدّم عرضاً موجزاً لأبرز عمليات الاغتيال التي تمّت في الفترة ما بين 1972-1997. ثمّ عرض التقرير إلى نماذج من الاغتيالات التي نفّذتها القوات الإسرائيلية خلال انتفاضة الأقصى 2000-2002، مبرزاً الأبعاد الإنسانية والاجتماعية التي أحاطت بالجريمة، وما ألحقته من أذى بالمدنيين؛ الذين لم تُظهِر السّلطاتُ الإسرائيلية إيّ حرص على سلامة حياتهم وممتلكاتهم من الخطر. ويُشكّل هذا الأمر إدانة صريحة وواضحة لآلة الحرب الإسرائيلية، التي تظهر غير عابئة بالقانون الدولي، الذي يحرّم هذه الجرائم، ويُعاقب مرتكبيها، وبالأخص مع دخول نظام المحكمة الجنائية الدولية حيّز التنفيذ في 1 تموز 2002، والذي يُمكن له أن يُحاكم مجرمي الحرب الإسرائيليين على هذه الأعمال، حتى ولو لم تصدّق إسرائيل على نظام المحكمة. وقد قدّم التقرير دراسة قانونية موجزة حول مدى انطباق وصف جرائم الحرب على عمليات الاغتيال الإسرائيلية، بما يشكل منطلقاً لدراسات قانونية وسياسية أوسع مدى، يُمكن لها في نهاية المطاف أن تقدّم المسؤوليين عن ارتكاب هذه الجرائم أمام العدالة الدولية. ويقع التقرير في 117 صفحة من القطع الصغير
