ترتبط التنمية في مجتمع ما بعوامل عدة أهمها عامل التمويل إضافة إلى الأساليب والأجهزة المعتمدة بوجه عام والدور الذي يمكن أن تلعبه الإدارة السليمة للقطاعين العام والخاص للإضطلاع بهذه العملية وبوجه خاص وتحديد الإمكانيات لتغير الأوضاع والسياسات القائمة لتتمكن مع التكيُّف مع الأوضاع المطلوبة لتنمية المجتمع مع الأخذ بعين الإعتبار خصوصية كل قطاع إقتصادي والدور الذي يلعبه في عملية التنمية الإقتصادية والتي تتركز بشكل أساسي على عمليات التمويل المتعددة.
يُشكل الإطار الذي تناوله التنمية العنصر الأساسي لتحقيق الأهداف المنشودة أساساً فيها، إضافة إلى الآليات المُتبعة والعلاقة الأساسية بين السياسة المالية الموضوعة والقطاعات التي تطالها السياسة المذكورة.
يهدف هذا الكتاب إلى عرض إشكاليات التنمية الإقتصادية والإجتماعية في لبنان، وذلك من خلال إبراز العلاقة ما بين السياسات المالية التي اعتمدتها الحكومات المتعاقبة، والتي هدفت إلى مركزة التنمية في العاصمة ومحيطها، وأهملت تنمية المناطق (الجنوب، البقاع والشمال...).
وسنحاول فيه، طرح البدائل على صعيد السياسات المالية المفترض إعتمادها بما يساهم في حل مجموع المشاكل التي يعاني منها المجتمع اللبناني وخاصة على الصعيد التنموي في المناطق اللبنانية، وطرح نمط علاقة تكاملية ما بين السياسات المالية المفترض إعتمادها، وتنمية المناطق عبر دعم دور البلديات التنموي، ودعم مؤسسات المجتمع المدني إضافة إلى تطوير أنشطة المؤسسات الصغيرة في هذه المناطق؛ ويهدف أيضاً إلى إظهار إشكاليات العلاقة بشكْلَيها المُباشر وغير المُباشر الثلاثية الأبعاد.
