يحاول الإخوان المسلمون على طريقتهم، أن يتفتحوا ويتقبلوا المشاركة في اللعبة الديمقراطية، بهدف إدماج حركتهم في المؤسسات الدولاتية للبلدان المعلمنة. إن تهمة الكفر قد زالت هكذا من معجميتهم. وحسب العقيدة الجديدة، فإن الاستيلاء على السلطة من قبل الإخوان المسلمين يجب، مثلما قال محمد مهدي عاكف، أن يتم عبر مراحل ودون عنف. في هذا الصدد، تسجل تقدمات هذه الجماعة الإخوانية، سواء في البرلمان المصري كما مع حماس في فلسطين، مع حزب التنمية والعدالة في المغرب وحتى مع النهضة في تونس، بوصفها تجسيدات للإخوان المسلمين، في هذا المنطق المستوحى من أنصار الثيو-ديمقراطية الجديدة (أو السلطة الدينية الديمقراطية، حسب المودودي). رغم محاولة الانفتاح هذه، يخلق الإخوان المسلمون فضاءات طائفية، تنفصل تماما عن الأوساط اللائكية، المسيحية، اليهودية أو غيرها، مما يقود هذه الحركة وتجسيداتها نحو شكل من الطائفية الأحادية الثقافية.
