تزايد الإهتمام في السنوات الأخيرة باستحداث مؤسسات لضمان الودائع المصرفية، وذلك نظراً لمرور بعض المؤسسات المصرفية العربية بتجارب قاسية من حالات تراجع الأداء والنشاط والإفلاس والتعثر، بحيث اضطرت مؤسسات النقد المركزية، ضماناً لسلامة العمل المصرفي العربي وتعزيزاً لثقة المودعين والمساهمين على السواء بتغطية بعض أو كل الودائع لدى المصارف المتردية الأداء.
وبغية استجلاء الدور الذي يمكن أن تقوم به مؤسسات ضمان الودائع والأحكام التي ترعى عملها، وحول إمكانية قيام مؤسسة عربية لضمان الودائع المصرفية وإلقاء الضوء على تجارب الدول التي استحدثت هذه المؤسسات، يعرض هذا الكتاب وقائع الندوة المصرفية التي نظمها اتحاد المصارف العربية بالتعاون مع خبراء سوريين وعرب في دمشق للفترة (16-18-/6/1992م) والتي تمحورت حول موضوع "ضمان الودائع المصرفية" والهدف منها التوصل إلى بعض النتائج والحلول لمسألة ضمان الودائع المصرفية. وهو ما سيجده القارئ من خلال العديد من التعقيبات على الأوراق التي قدمت في الندوة، والمناقشات التي دارت فيها، من قبل المشاركين والحضور والذين زاد عددهم على (60) مشاركاً.
وبالإستناد إلى ما تقدم توزعت مواد الكتاب على ثلاث جلسات تمحورت الجلسة الأولى حول "جدوى إقامة مؤسسات ضمان الودائع" مع دراسة لحالة (الأردن)، أما الجلسة الثانية فتمحورت حول "مؤسسة ضمان الودائع في لبنان وقانون إصلاح الوضع المصرفي" وأما الجلسة الثالثة فكانت حول "مؤسسات ضمان الودائع كأداة لمعالجة المشكلات المصرفية في المستقبل مع الإشارة إلى مشروع مؤسسات ضمان الودائع في جمهورية مصر العربية". وأخيراً مناقشات وخلاصات ونتائج.
