يقدم هذا الكتاب رؤية قانونية جديدة تهدف إلى إنشاء مدونة عقابية عالمية خلاقة عن طريق عولمة القانون الجنائي الدولي وذلك بنقل هذا القانون من مرتبة الدولية إلى مرتبة العالمية لكي يمتلك القدرة والفاعلية على مواجهة جميع الجرائم الدولية التي من شأنها تهديد أمن وسلامة البشرية بعد أن اكتسح تيار العولمة الجارف كافة أرجاء المعمورة، وأصبح العالم قرية صغيرة ولكن في ظل غياب قانون جنائي عالمي قادر على ردع مرتكبي الجرائم الدولية دون حصانة لأحد مهما كانت صفته (رئيس دولة – رئيس حكومة – وزير – قائد عسكري ....) فالعدالة الجنائية العالمية المجردة بصفتها غاية إنسانية سامية لا بد منها لتحقيق الأمن والسلم الدوليين ليس لها وجود في عالم اليوم، حيث تسوده الفوضى واختلاف المعايير في تطبيق مبادىء وقواعد ميثاق هيئة الأمم المتحدة بسبب ظاهرة اللامركزية والإزدواج الوظيفي في القانون الدولي العام والتي تخدم فقد المصالح الذاتية للدول الكبرى على حساب القيم الأخلاقية والقانونية للمجتمع الدولي.
الكتاب دعوة مفتوحة لكل الأحرار في العالم من المثقفين والأكاديميين والقضاة والمحامين لدعم فكرة عولمة القانون الجنائي يالدولي وصولاً إلى ثورة قانونية عالمية من أجل عولمة مثلث العدالة الجنائية الدولية (التشريع – القضاء – التنفيذ) كونها الحل القانوني الوحيد لكي تنعم البشرية بالأمن والسلم الدوليين بعيداً عن ويلات وكوارث الحروب العدوانية.
